Rhode Island's zero tolerance law (RIGL section 31-27-2.1) sets a 0.02 BAC threshold for drivers under 21. One beer can put most underage drivers over that limit. The state does not have to prove actual impairment - just BAC over 0.02. The threshold is per se.
